Deluxe is probably the biggest post-production company in the industry. They do it all. (They're a competitor of the company I work for!) They caption and QC rigorously, usually with a rep from the production/studio. The truncated captions are a necessity. I'm sure Freezus can confirm that. So while the raw captions are up to the discretion of the captioner, the final eyes and ears that OK a caption file are people in an official position.
I can verify that the captioning doesn't always match what's on the screen. Both you and Elvis should also consider that when movies are digitally mastered for BD/DVD, the captioning also changes! I even pointed this out with TFA.
