It seemed to me that it was the initial design and the EU stuff that didn't fit in the style and story of Star Wars. A leader of the droid armies (look at them, how much more weak and silly they could get), that is mostly a droid himself, doesn't have any clue what the war is really about, allows Sidious to use him as a tool without even knowing his identity and he is supossed to show cunningness of a master strategist outsmarting all the Jedi generals, stand up to the Force-enpowered skills of the Jedi and kill them in single combat (even without using his additional arms), sporting an appearance of a white-painted terminator (even acting as one, most of the time).
I thought he was bad concept then, but I like him now, when he is full of weaknesses, individual traits, Dracula characteristics, is cowordly, constantly hunches and coughs, doesn't kill ten Jedi a day in duels, in fact we only know that he collects lightsabers from their bodies and that he fought Kenobi once. I still prefer for example Cushing's Tarkin as a villian, who manages to be interesting to watch without doing any weird stuff (apart from taking his shoes off every time when noone is watching), but to me Grievous is a 100% Star Wars character as well.
