It may still be dead or even nonexistent. The only reality that I glean from the new article is that more than one Lucasfilm employee wants the public to think that everything is proceeding the same as before Solo. That could be today's truth from their vantage point, but it may not be the ultimate truth which will reign from Disney.

I thought the headline "ON HOLD" seemed a bit manipulative and click-baity. They probably are focusing more on Ep.9 because that's what comes out next.
It's a year and a half out, so impatient folks are apt to view that as "on hold," "cancelled" or whatever. :whateva:

Everyone loves Ewan. I get it. But I've yet to read a compelling case for what would comprise an Obi-Wan standalone film set between ROTS and ANH that's not just the aging bastard meditating in his hut, mentoring Luke in some capacity or dealing with sand people and locals. There'd have to be some serious off-Tatooine drama to make this feel like a Star Wars film and not some weirdly arthouse, one-note entry. But who knows? Maybe all these Ewanophiles would eat that up.

Almost everyone is reporting that: "Ewan McGregor Has Signed for Obi-Wan Kenobi Series on Disney+"

Over at "Fanatha Tracks," there an article stating that:

Given the prevalence of the story, I would be surprised if there is not a confirmation of Obi-wan, the TV show at D23 next week.

Is the series going to be a young Obi-wan show with Ewan paying the role of Old Ben a la "Old Indy" in The Young Indiana Jones Chronicles? Or, will it be Clone Wars era with age-reversing CG? Or, will it be Ben sitting around his hovel philosophizing with ephemeral Qui-gon and periodically snooping on young Luke? Or, will it shift in time a be all three?
