Why woulddn't he? He recorded new stuff for the ESB dvd...why wouldn't he just do Ep 3 all at the same time? He even recorded new dialogue for a freakin toy, why not the last Star Wars film ever?
His voice is in the film, but no one is going to “officially” admit this fact. JEJ did not receive a credit in ANH. In keeping with this tradition, he has not received a credit for ROTS.

In regard to the American rating system, I found an decent article on the history of the MPAA (
