I'm sure everyone out there has noticed that Yoda and Mace seem to speak for the council. But, Yoda always has the final say, as if he WERE the council. So, since those two dominate it, why have the other 10 members? Just a question to stir up debate.

The movies only show a few debates the Council has and we mostly get the end of them. Since Yoda/Mace are the head spokesmen of the council, they get more lines.

in the clone wars cartoon, the rest of the council definatly had a lot more to say.

Also don't forget, Yoda has been there the longest, so his word probably counts the most as he is the wisest.

Also, Yoda's presence keeps the other members of the Council from making those annoying short jokes.
